Since 2007, EU Regulation 1/2005 requires that every commercial horse transport is accompanied by a transport document. The purpose: to safeguard animal welfare, make disease traceable and prevent trade fraud. In the Netherlands, the NVWA (Netherlands Food and Consumer Product Safety Authority) supervises this; in Belgium FAVV/AFSCA does so, in Germany the BMEL and in France the Ministère de l'Agriculture.
Not every journey falls under this requirement. Private transport to a vet, training or competition with your own horse is generally exempt. If you sell a horse, transport for payment or move animals for commercial breeding — then the document is required and a missing document can lead to substantial fines.

When do you need a transport document for a horse?
A transport document is required as soon as the transport constitutes an economic activity. In practice, that means:

You drive a sold horse to the new owner — regardless of distance.
Trade
Purchase / sale on commission or as a dealer, including resale.
Breeding
Transport to a stud station, embryo transplantation or breeding evaluation.
Delivery to buyer
Delivery after a sale, regardless of whether you or a transporter drives.

Transport of horses belonging to clients or livery guests for a fee.
Professional transport
Commercial horse transporters (Type 1 or Type 2 licence).
When do you not need a transport document?
For purely private and non-commercial situations the obligation is limited. A valid horse passport is, however, always required:
To the vet
Your own horse to the clinic — even as an emergency in another region.
To training
Your own horse to your regular trainer or facility.
Own competition
With your own horse to a competition; passport required + sometimes a KNHS start pass.
Leisure ride / beach
Recreational transport of your own horse.
Own horse
Transport between your own stables or pastures.
Private transport
No payment, no commercial purpose.
What information must appear on a horse transport document?
The EU directive prescribes at minimum the following fields. Our generator fills them all in automatically in the correct place:

International · NVWA step-by-step guide
Travelling with your horse within the European Union
If you are travelling with your horse to another EU country — for sale, competition, covering or a livery yard — additional requirements apply alongside the transport document. The NVWA follows a fixed step-by-step procedure; go through this checklist before departure.
1. Valid horse passport + microchip
Required for every cross-border transport. The chip in the horse must match the passport number exactly. Verify validity and owner details in advance.
2. Health certificate (Intra-Trade Certificate)
For commercial transport, horse markets or sales between EU countries, a health certificate (INTRA) signed by an NVWA veterinarian is required. The horse must be declared clinically healthy within 48 hours before departure.
3. TRACES registration
The transport must be registered in advance in TRACES NT (online EU system). This applies to trade, sales, breeding, horse markets and livery changes — not for private transport to the vet or a competition.
4. Transporter authorisation (Type 1 or Type 2)
For journeys longer than 65 km for an economic purpose: Type 1 for journeys up to 8 hours, Type 2 for longer journeys. Apply through the NVWA. The driver must also hold a valid certificate of professional competence.
5. Compliance with welfare requirements (EU Regulation 1/2005)
Sufficient space, ventilation, anti-slip floor, partition walls, drinking water for journeys >8 hours, rest intervals every 8 hours. A pregnant mare in the last 10% of gestation or a foal <8 days old may not be transported.
6. Journey plan for long journeys
For journeys longer than 8 hours: submit a journey plan (journey log) to the NVWA including routes, rest stops and estimated arrival times. This is approved or rejected before departure.
7. Insurance & liability
Check whether your transport insurance also covers international journeys and welfare-related damage. Recommended: liability and transport insurance with EU coverage including on-site medical costs.

Frequently asked questions
Is a transport document required for a competition?
For private transport to a competition with your own horse, a transport document is generally not required — a valid horse passport is, however. If you are transporting other people's horses (e.g. as a livery yard or trainer), the document is usually required, as this counts as an economic activity under EU Regulation 1/2005. In doubt? Always check the current NVWA guidelines.
Do I need a transport document for my own horse?
For private transport of your own horse to a vet, training or leisure ride, no transport document is required. Always bring the horse passport though. As soon as you transport for payment, transport other people's horses, or trade horses, different rules apply.
Is a horse passport sufficient?
A valid horse passport is always required for every transport within the EU. For commercial transport (trade, breeding, professional transport) an additional transport document is needed that records origin, destination, transporter and reason.
What does the NVWA check?
The Nederlandse Voedsel- en Warenautoriteit (NVWA) checks, among other things: valid horse passport, transport document (for commercial transport), transport conditions (space, ventilation, ramp, partition walls), the driver's competence and the validity of the Type 1 or Type 2 transporter licence for commercial transport.
How long must I keep a transport document?
Transport documents must be kept for a minimum of 3 years, together with your records. For commercial transport it is recommended to store them digitally including timestamp and signatures — this helps during audits.
May I show a digital transport document?
Yes, in most EU countries authorities accept a digital transport document as long as the details are complete and legible. A printed PDF with QR code (as our generator produces) is generally safe. Always print a backup for unexpected inspections without internet access.
